When tag pooling is enabled, release() is not called on tag instances

Summary: When tag pooling is enabled, release() is not called on
                    tag instances
           Product: Tomcat 4
           Version: 4.1.12
          Platform: All
        OS/Version: Other
            Status: NEW
          Severity: Critical
          Priority: Other
         Component: Catalina
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: Juan.Oropeza@oracle.com

In Tomcat 4.1.12, the tag pooling functionality is enabled by default. This is
fine except that the public void release()method is not called on the tag
instances when they get re-used. This causes problems with our application
runtime since the instance variables end up having the values from the first
usage.
