JNDI DataSource not available after manager reload

When a web application context is reloaded using the manager,
JNDI DataSource's defined in a DefaultContext are no longer
available.  You have to stop and start the web application
context to make them visible again.  This may also happen
for JNDI DataSource's defined within a Context.
