Filter does not work when RequestDispatcher uses INCLUDE value

servlet "/reqdisp" calls a request disapcher (named rd) has name 
commencing 'admin' which uses 

RequestDispatcher rd = req.getRequestDispatcher("/admin");
rd.include(req, resp);

A filter has been mapped to /admin:

   <filter-mapping>
        <filter-name>DispatcherFilterIcd</filter-name>
        <url-pattern>/admin</url-pattern>
        <dispatcher>INCLUDE</dispatcher>
   </filter-mapping>

but when request /reqdisp, the filter does not work (it has been initialized).
