jsp:include does not work with <%= expression %>

You cannot write

<jsp:include page="<%=jspbase%>includes/left.inc" flush="true" ></jsp:include>

because the value for the attribute page is not an expression.  Instead use

<jsp:include page='<%=jspbase + includes/left.inc"%>' flush="true"
></jsp:include>

Also, <jsp:include page="includes/left.inc" flush="true" ></jsp:include> works
perfectly for me.
