/etc/java.conf shouldn't have to be executable

The following is from /etc/tomcat4/tomcat4.conf in
tomcat4-4.0.4-le.2jpp.noarch.rpm:

    # Source Java system configuration if exist
    if [ -x /etc/java.conf ]; then
        . /etc/java.conf
    fi

This will only source /etc/java.conf if that file
is executable.  The test should be changed to:

    if [ -f /etc/java/conf ]; then
        . /etc/java.conf
    fi
