Note that the body is evaluated, and doAfterBody() is called (to determine
whether the body needs to be reevaluated), *only if* if a body present. 

Therefore, the servlet code fragment you listed below is generated only if the
tag handler in question implements IterationTag (this condition is true if the
tag handler extends TagSupport or any of its subclasses, such as BodyTagSupport)
*and* is non-empty.
