PageContextImpl.removeAttribute do not work correctly without session object

Without session object in JSP, pageContext.removeAttribute throws exception when
handling session attribute, then removing attribute in
application object will be bypassed.

At the same time, without session object
 pageContextImple.removeAttribute(String)
throws IllegalArgumentException. 
I wonder why this exception is left uncaught within try-catch clause
in the function. I am running the container with Sun J2SE 1.3.1_03 and 
Debian GNU/Linux potato.
