Probably better in JspCompilationContext, since there is the place, where 
the isOutDated() is checked. And: it should be synchronized with the 
jspCompiler object, not the Compiler.class, since this would serialize 
compilation completely; synchronizing the compiler will only serialize 
attempts to compile the same file.

   if (jspCompiler.isOutDated()) { 
            try { 
		synchronized (jspCompiler) { 
		    if (jspCompiler.isOutDated()) { 
			jspCompiler.compile();
