Verified in 4.1.5    The only current way to set the session timeout is in the
web.xml of the app, or modify the "system" web.xml in the config directory.
Setting Context or Manager is pointless because the web.xml (or web.xml's
default values if no sessionTimeout is provided) will overwrite the other settings.

Not sure what to do about this.
