I've found what I think is a bug in Jasper.

org.apache.jasper.runtime.PageContextImpl.forward (line 401)

        while (response instanceof HttpServletResponseWrapper)
            response = ((HttpServletResponseWrapper)response).getResponse();

Removes filter wrapped responses as well as JSP inlcude ones.
I think it should be:
        while (response instanceof ServletResponseWrapperInclude)
            response = ((ServletResponseWrapperInclude)response).getResponse();
This seems to fix the problem.
My problem is that I have a filter which wraps the response. When a forward
happens the arapping get's removed and the postprocessing of the response
get's skipped.
I'll send code to test this if required...
