I think the problem may be that setLocale in ResponseBase.java sets |encoding|
and if |encoding| is set, it won't be overridden by the default charset
(ISO-8859-1) in HTTP. One solution (not necessarily the right one) could be to
set |encoding| to null efter the call to super.setLocale in
HttpResponseBase.setLocale. 

That is, if setLocale is called by the servlet engine.
