No mulitply <%@page language='java' import='xxx' %> allowed

The JSP parser will throw exception in JSP page if a JSP page have more than
one 
<%@page language='java' import='xxx' %> in JSP page.

To get around the bug, I need to change each
<%@page language='java' import='xxx' %>

to 
<%@page import='xxx' %>.


I have tried other JSP engine like Weblogic, resin etc. Other JSP engine
have no problem to parse JSP page with more then one line
<%@page language='java' import='xxx' %>.

eg.
<%@page language='java' import='java.util.*>
<%@page language='java' import='com.sun.native.track.*>
<%@page language='java' import='com.hp.ebz.conf.*>
