include (PageContext) does not throw IOException if resource not available

Summary: include (PageContext) does not throw IOException if
                    resource not available
           Product: Tomcat 4
           Version: 4.0.2 Final
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Servlet & JSP API
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: niko@ontopia.net

When using PageContext.include(String relativeUrlPath) inside a custom JSP tag
(and also a normal JSP) and the resource specified by the relativeUrlPath is
not existant, the expected java.io.IOException is not thrown.
