Webapplications deployed using PUT don't survive a tomcat restart

Summary: Webapplications deployed using PUT don't survive a
                    tomcat restart
           Product: Tomcat 4
           Version: Nightly Build
          Platform: All
        OS/Version: Other
            Status: NEW
          Severity: Blocker
          Priority: Other
         Component: Connector:Webapp
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: cstaylor@nanshu.com

Because the webapplications are placed in the temporary directory for tomcat and
not opened in the main webapp directory, the server doesn't know to load them
again when the server restarts.
