error-page not working with <Host> element?

The above does not work when using the <Host> element.  I have a webapp defined 
in <Host> with the above entries in the ROOT context of the <Host>.  If I use

x404.jsp, the compile is not done and tc throws a class not found exception 
(see below).  If I use the x404.html, tc ignores the error-page and does it's 
own 404 not found error.  If I do *not* use <Host> to contain a <Context...>,

it works fine.  Please advise.

Note: I've tested the above scenarios in tomcat4.  It all works fine, so I'm 
sure I don't have any syntax or file location problems.
