To answer your questions:
- The submitter initially sets the "severity" and "priority" fields, but
they can be subsequently modified by anyone.
- "other" means that the submitter didn't bother to set it.
- See <http://jakarta.apache.org/site/decisions.html >.   The "votes" are
meant to signify which bugs are important to the user community.  However
voting 300 times for a bug with no test case isn't going to get it fixed any
faster. :)
