App package won't install if server.xml has Context element 4 it

If I add a Context element to server.xml for my app, it encounters errors when 
I try to deploy a new version of the app by placing a new myapp.war file in 
webapps and deleting the old myapp directory.  This does not happen if there is 
not Context element in server.xml.

This makes deployment tedious and disruptive since I need to modify server.xml 
to comment out the Context entry, deploy the app, modify server.xml.
