Add ability to reload Tomcat without having to restart JVM

Summary: Add ability to reload Tomcat without having to restart
                    JVM
           Product: Tomcat 4
           Version: Nightly Build
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Catalina
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: glenn@apache.org

Add the ability to reload Tomcat without having to restart JVM.

In situations where you may only be changing Tomcat's configuration
in server.xml and not changing any jar's in server/lib, common/lib,
or shared/lib; allow Tomcat to be reloaded using new config without
stopping JVM.

When running Tomcat in a production environment using the java -server
HotSpot option, hotspot optimizes its execution over time. Stopping
Tomcat looses all these optimizations.

Allowing Tomcat to be reloaded without stopping the JVM will make
changing its configuration easier in a production environment.
The reload will be faster than a stop/start because the JVM won't have
to reload classes and you won't loose all the runtime optimizations done by
HotSpot.
