tomcat responses 404 when trying to access it using '%2f' instead of  '/'

I built a servlet, let's assume its name is X, which uses the path info to further processing.
When this servlet is being addressed using http://domain/servlet/X/path/ my servlet responses
ok,
but when its being addressed using http://domain/servlet/X/path1%2fpath2 the web server respones
in 404 
error message. ( %2f = / ).
