<jsp:forward> should trigger IllegalStateException when buffer flushed

           Summary: <jsp:forward> should trigger IllegalStateException when
                    buffer flushed
           Product: Tomcat 4
           Version: 4.0.1 Final
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Catalina
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: halleux.jf@skynet.be

Suppose you have these two actions in a jsp page :

<jsp:include page="Included.jsp" flush="true" />
<jsp:forward page="Forwarded.jsp" />

the jsp:forward should trigger an IllegalStateException (see JSP Spec par 4.5)
