Too many custom tags?

I have a page with many custom tag instances (about fifty -- they are Struts tags for 
i18n) that "bombs" whenever I execute it under Tomcat 3.3 (but also under Tomcat 
3.3.1-dev).

Notes:

1) Tomcat 3.2.4 does not have this problem. I didn't test it with Tomcat 4.
2) If I take out some of the tags (which ones is not important) the page works again.

Source code is available on request, error dump is included here.
