Omitting the user CLASSPATH is deliberate.  CLASSPATHs cause a very large amount 
of grief for users, so Tomcat uses a different philosophy -- you put your JAR 
files in specified directories depending upon the visibility they should have.

NOTE:  The "catalina.sh" script in the current release (4.0.2b2) is consistent 
with the Windows one in ignoring the user's CLASSPATH.
