For Windows platforms, the classpath in Catalina.bat is replaced instead of 
appended to in this fragment:

set CP=%CATALINA_HOME%\bin\bootstrap.jar;%JAVA_HOME%\lib\tools.jar

This will cause anything else in your classpath to be replaced as far as Tomcat 
is concerned.  In my case, I had the JDBC driver for MySQL in the Classpath and 
the result was that I could not connect to the driver.

Here's one possible fix--replace the line above with this one:

set CP=%CATALINA_HOME%\bin\bootstrap.jar;%JAVA_HOME%\lib\tools.jar;%CLASSPATH%

Thanks to Suresh Lokiah (suresh.lokiah@av.com) for analyzing this bug.

(The catalina.sh script is fine and does not repeat this bug.)
