Your points are well taken, and Tomcat can do better about semantic checking (it 
does some already) -- but ...

On the specific issue of whether a <realm-name> element should be rejected if 
the login type is not BASIC, I don't see any justification in the spec for that. 
 Unused values are simply that; unused, and there's no language that states (or 
implies) that this is prohibited.

This change would also be unfriendly to developers who switch back and forth 
between BASIC and FORM based login during development, to ensure that their 
application will work correctly either way (as they should, to avoid building in 
any platform-specific assumptions about how form-based login works).
