War file does not deploy to specified context docbase

When I specify an alternate docbase for my context, then my war does not deploy 
into it. I put my war file into tomcat/webapps/intranet.war. I specify my 
context in tomcat/conf/server.xml as either:
       <!-- Tomcat Intra Context -->
        <Context path="/intranet" docBase="/akcapps/akcintra"
         debug="0" privileged="true" reloadable="true">
          <Logger className="org.apache.catalina.logger.FileLogger"
                     prefix="localhost_examples_log." suffix=".txt"
                  timestamp="true"/>
        </Context>
or without reloadable:
       <!-- Tomcat Intra Context -->
        <Context path="/intranet" docBase="/akcapps/akcintra"
         debug="0" privileged="true">
          <Logger className="org.apache.catalina.logger.FileLogger"
                     prefix="localhost_examples_log." suffix=".txt"
                  timestamp="true"/>
        </Context>
the directory is not created, nor is the context available - it shows 
as "stopped" from a manager list command.
