The <% String locale="en-us"; %> string simply embeds Java code in the JSP page.
Jasper has never parsed such Java code to determine what variables have been
declared and automatically include them as attributes in the pageContext.

I don't think the example, as specified, ever worked in Tomcat 3.2.3.  If there
is really a problem, I think a more complete example is needed.
