Sorry, I was under the impression that since pageContext.setAttribute() adds 
tag-libraries into the context in the form of scripting variables, it is only 
natural for pageContext.getAttribute() to the do opposite; importing scripting 
variables to be used by JSP tags.

This is how it worked for Tomcat 3.2.3.. Could you please point me in the 
direction of any documentation which states otherwise?

PageContext's javadoc reads:
[...]
A PageContext instance provides access to all the namespaces associated with a 
JSP page
[...]
