pageContext is null in JSP Tag class body

If one refers to "pageContext" inside a TagSupport class declaration (before 
the constructor is executed), it will return null.

If, however, one refers to pageContext inside doStartTag() it will be non-null.

This used to work in Tomcat 3.2.3.

JSP 2.2 specification doesn't seem to discuss the lifetime of pageContext.
