the parsing of URLs containing "=" (equals) character in parameter values is not correct

Summary: the parsing of URLs containing "=" (equals) character in
                    parameter values is not correct
           Product: Tomcat 4
           Version: 4.0.1 Final
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Catalina
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: ennio.lepri@fao.org

The URL structure:
<host_name>:<port>/servlet/MyServlet?status=<base64_encoded_status>

If <base64_encoded_status> contains "=" the getParameterNames() method called
on the request object fails.
