If you want your custom tag attribute to accept runtime expressions, you must
declare it so in the tag library descriptor:

    <taglib>

        ...

        <tag>
            <name>tasks</name>
            ...
            <attribute>
                <name>command</name>
                ...
                <rtexprvalue>true</rtexprvalue>
                ...
            </attribute>
            ...
        </tag>

        ...

    </taglib>

If you don't declare that your tag accepts runtime expression values, the
compiler will treat the content of that attribute as a text string, which is
exactly what you are seeing :-).
