Problems with trailing slash when using Apache/Tomcat

I am using Apache 1.3.19 and the built mod_webapp.so for nt/2k.
Apache and Tomcat are working properly; but, when I use mod_webapp, I must add 
a trailing slash to the url, or I'll get a 404.
For instance, using the following configuration

httpd.conf:
WebAppConnection conn warp localhost:8008
WebAppDeploy examples conn /examples

I can reach the pages using either http://localhost:8080/examples or 
http://localhost/examples/ , but not with http://localhost/examples
