When we upgraded Tomcat 3.1 to 3.2.3 we found that 
<%@ include file="relativeURL" %> does not work if relative URL points 
somewhere other then directory under application root.
HTTP tag: <a href="relativeURL" > to the same relative URL works fine.  
We have a common directory under webapps with jsp files that we statically
included 
using 'include file' directive. Now we have a problem with this.
Is it a bug in the Tomcat 3.2.3?
