Converting the String to an Object isn't one of the promised conversions
in the JSP 1.1 spec, so isn't present in Tomcat 3.x by design.  See section
2.13.2 for setProperty.  The JSP 1.1 errata states that the same conversions
apply to custom tag attributes.

However, this conversion is defined in section JSP.2.13.2.3 in the JSP 1.2 spec
as: "As if new String(string-literal)", which I think is what you are looking
for.  Therefore, this functionality is available in Tomcat 4.x.
