Error loading web.xml on root context when specified in server.xml file on Windows

I couldn't reproduce the problem on my Win2k box. Tomcat startup works fine even
if the root context declaration is present.

I'll close the bug with a "works or me". If you're unable to fix the problem and
you have some additional information, reopen the bug.
