The DTD for web application deployment descriptors is very specific about the
order that the elements must be listed in order to be valid.  Tomcat 4.0 uses a
validating XML parse of the web.xml file to ensure that your deployment
descriptor will be portable to any other container.  Tomcat 3.2 incorrectly
allows badly formed web.xml files to be accepted, which may or may not be
acceptable to any other servlet container.
