What parser are you using?  Works fine for me with JAXP/1.1, on both
Windows 98 / JDK 1.3.0_02 and on Linux / JDK 1.3.1.

Also, you might want to do another "cvs update" just to make sure you
didn't catch me in the middle of rearranging how project.xml was
loaded.
