  Added:       src/share/org/apache/tomcat/util/http
                        LocaleToCharsetMap.java
  Log:
  Package move.
  
  Also: remove Headers.java ( an attempt to rewrite MimeHeaders - too late to
  add it ) to avoid confusion. I'll keep it around.
