Right, but that is only if you are building from a nightly drop (at least I
couldn't quickly find the .jar in tomcat-4.0's cvs tree). Most people who
are working on the source code want to build from CVS, not nightly drops.
:-) It helps avoid conflicts during checkin.

I read that.

That isn't mentioned in the README file. :-) It is impossible to try to make
the system catch 100% of all the different permutations that developers come
up with, so, by including the .jar in CVS, then you would give everyone a
stable known base to work from.

The right way would be to allow the developers to override the settings with
a ~/ That way, you don't have to edit the build.xml file.
