Subject problem starting Tomcat 3.2 & 3.2.1: java.util.MissingResourceException

Would anybody please be so kind to shine some light on the error message
below that I keep getting with Tomcat 3.2 and 3.2.1. Surprisingly, 3.1 and
4.0 work fine.

I run Tomcat (all versions) on a Win2000 Pro machine. Although I didn't set
the TOMCAT_HOME env var in the example below, doing so did not make any
differrence.
