Synopsis: 
If no uriRoot specified, parseFiles() can throw exception on Windows

Description:
If uriRoot is not set, and there is no WEB-INF directory
accessible from the JSP file being parsed, the
'while (f != null)' loop in parseFiles() in JspC.java will
eventually throw an exception on the line<BR>
f = new File(f.getParent());<BR>
when it hits the 'root' directory on Windows.<P>
The simple solution is to catch and ignore the exception
thrown from that line.
