If your <Directory> is deeper than the JServ mount, then it will be ignored
because it's already been passed to Tomcat.  So if you've said

mount /home/users/robslifka/pub_html /tomcat_context

and you have

<Directory /home/users/robslifka/pub_html/WEB-INF>
...
</D>

Apache won't apply it because it's already been passed to Tomcat.  If you
feel yourself "needing" to do this, then you may need to rethink your
mounting strategy.

Maybe you could post what you're trying to accomplish and what you've tried?
