You have to config web.xml in the section jsp servlet: jspCompilerPlugin org.apache.jasper.compiler.MSJavaCompiler the tomcat.vjp (visual J++ project file) permit you to run or debug jakarta-tomcat inside the visual j++ ide. the MSJavaCompiler.java is a simple add-on class to use the microsoft jvc compiler instead of javac compiler for jsp pages. unzip the file in jakarta-tomcat root directory
