The servlet spec doesn't say anything about "longest context path wins", but the
errata does.  See item #1 at <http://java.sun.com/products/servlet/errata.html>.

Section 10.1 makes it clear that "longest path wins" is applied when selecting
which servlet to execute (rule #2) if an exact match fails.
