Tomcat is doing the right thing here; all other servlet implementations
I've used do the same thing.  It's your responsibility to ensure that
the appropriate control flow happens in the servlet.

The specification fragment you quote makes no mention of any control
flow issues, just that your servlet better not use that output stream
for anything else.

One way to deal with this in a way that makes obvious errors less likely
is to use your own redirect method that throws a Throwable right after
the redirect, and make sure this Throwable is caught in someone's
service or doPost/doGet method.
