According to the JSP 1.1 spec, the "exception" impllicit object is only created if you indicate
that this is, in fact, an error page.  This is
done by including the isErrorPage="true" attribute in your <%@ page %> directive.  I
haven't checked Tomcat personally, but my understanding is
that it works this way.
