Right now the ServletLoader interface has a "checkReload" method - a
ClassLoader that is able to detect changes will return true if that's the
case. 

Also, in Context there is a ( setable ) property - "reloadable", and
each servlet invocation will check it - if you set it as "reloadable",
checkReload will not be called.

One class loader is enough for all 3 cases - AdaptiveClassLoader is
probably good, maybe with small changes to disable all "reloading" code (
caching timestamps, etc) when reloading is not needed. Or 2 loaders, the
simple one ( in 1.2 it's part of JDK ), plus ACL.
