I have gotten no replies to my mail about whether cvs commit
messages should be archived, so I will assume they should not.

However, this reply seemed to have relevant information.

What triggers the header in your (developers) mail?  

I will be re-generating the archives soon to remove
ALL mails with this header, and all cvs commit mails
from the historical archive, since the digest requests
do not contain these headers at all.

Developers may wish to discuss how and when to attach
the no-archive header in the future.
