Hi Edward,
For a quick fix, please copy
    "file:G:/jakarta/build/tomcat/etc"
directory to
    "file:G:/jakarta/build/watchdog/"
and
    "file:G:/jakarta/build/tomcat/test"

That should take care of watchdog and tomcat tests.
