there's a bizarre problem I'm investigating now. I changed the web.xml to this 
obvious error:

<listener>
<listener-class>org.apache.struts2.tiles.StrutsTilesListenerx</listener-class>
</listener>

and yet the error message is still as above (without mentioning the 'x' on the end)
