I think it'd be better to create a separate list. commits@ should
really be reserved for auditing code changes, and not other activity.
It's an easy ticket for INFRA to satisfy to create a new notifications@ list.
Such a list could also be used for Jenkins builds or other
integrations that cause automated notifications.
But, I don't think commits@ would be appropriate.
